New Rulebook Next Year. In 2013 USA Hockey moved from a two-year to a four-year rulebook update schedule. Consequently, this will be the final year for the 2013-2017 Rulebook. Playing rule change proposals are submitted Playing Rules Committee and reviewed by the USA Hockey Playing Rules Committee. The Playing Rules Committee meets in early winter to discuss and make a preliminary recommendation on each proposal. These recommendations are then forwarded to the various Councils/Sections and Committees and are posted on USAHockey.com. The Board of Directors will review and make any amendments to the proposals during the Winter Meeting and they are again posted on USAHockey.com. The Winter Meeting was held in Orlando Jan. 12-15 and the results of this preliminary review are posted here: 2017_Rule_Change_Proposals.

The Playing Rules Committee will meet one more time during the Annual Congress in an open forum and will review each proposal taking into consideration the feedback received from the respective Councils/Sections and Committees. At that time, they will make a final recommendation on each proposal to be presented to the Board of Directors for adoption or defeat. The Board can accept the recommendation of the Playing Rules Committee or can make their own determination. Once the Board has voted and adopted the changes, work on editing the rule book gets started right away so the new version can be ready at the start of the season. The playing rule changes that are formally adopted in June 2017 by the USA Hockey Board of Directors will go into effect for the 2017-18 through 2020-21 seasons.

Jack Hevey and Hunter Neale were selected to participate in USA Hockey’s Officials Shadow Program as part of Hockey Weekend Across America, where they saw Wednesday’s (2/24) Bruins game against Pittsburgh, and had the opportunity to meet the refs pregame.

From Jack’s Dad :

First, thanks to the Bruins Organization, Mass Hockey and USA Hockey for this opportunity.  Candidly, for the boys to have a chance to meet the NHL refs and ask questions was great.  Its nice to hear they started the same way as Jack and Hunter and through love of the game and passion, its become a career.  One of things that stuck out for Jack was Mort’s comment on how managing the game, players and coaches is very similar to any sort of business life.  It’s managing people and giving and getting respect.  They provided some key take a way’s and also suggested Referee clinics to strive to get better and better.
Special thanks goes out to Mike Dargin and his group.  He and Andrew were gracious hosts and Mike walked us around personally so the boys could see what goes into a Bruins game.  We saw warm ups from the glass and the boys were even introduced to one of Ice Managers who let them try on his Stanley Cup ring.  Mike added in the fist bumps with the Bruins which was pretty cool.  Especially, Brad Marchand fist bumping the boys with a little joking around.  All in all a great night and the 5-1 win topped it off.

All officials must complete online education regardless of level or experience. Online Education consists of a series of Course categories (total of six).

  • Pre-Required
  • Required
  • Procedures
  • Positioning
  • Penalty Criteria
  • General

All course categories must be completed to finish online training.

All modules within the Pre-Required and Required categories must be completed. The remaining four categories contain a menu of elective modules and an official must complete the required number of modules (e.g. 4 modules of 7 offered) within the category to complete the category.

There will be a short quiz at the end of each module that the official must pass to complete the module and continue with education. If the official does not pass the quiz, the module will reset and the official must complete the module again.

Online Membership Registration must be completed for 24-hours before access to the Online Education System is granted.

  • Must complete online Membership Registration
  • Must submit Registration Fee ($85.00)
  • Must have been Level 1 or higher (Complete) within the last two seasons
  • Must attain an Open Book Exam score of 80/100 (or higher)
  • Must attain a Level 2 Closed Book Exam score of 24/30 (or higher)
  • Must attend and complete a Level 2 officiating seminar sanctioned by USA Hockey
  • Must complete Level 2 Online Education curriculum
  • Must complete SafeSport training every two years (if 18 years old or older)

LEVEL 3 Complete  

  • Must complete online Membership Registration
  • Must submit Registration Fee ($105.00)
  • Must have been Level 2 or higher (Complete) during previous season
  • Must attain an Open Book Exam score of 90/100 (or higher)
  • Must attain a Level 3 Closed Book Exam score of 40/50 (or higher)
  • Must attend and complete an officiating seminar administrated by USA Hockey
  • Must complete Level 3 Online Education curriculum
  • Must complete SafeSport training every two years (if 18 years old or older)

LEVEL 4 Complete  

  • Must complete online Membership Registration 
  • Must submit Registration Fee ($115.00)
  • Must have been Level 3 or 4 (Complete) last season
  • Must attain an Open Book Exam score of 90/100
  • Must attain a Level 4 Closed Book Exam score of 40/50
  • Must complete a Level 4 USA Hockey officiating seminar each season, and pass Level 4 Skating Exam
  • Must complete Level 4 Online Education curriculum
  • Must complete SafeSport training every two years (if 18 years old or older).
  • Must arrange to have an evaluation completed, while officiating a high level game, by a trained USA Hockey Evaluator at least once during the current calendar year.

IMPORTANT NOTES  
An official may not change their Registration Level to a higher level once online Membership Registration is completed.

Taking a Closed Book Exam at a level higher than an official’s level of Membership Registration will not satisfy their Closed Book Exam requirement (a Level 3 CB Exam will not complete Level 2 Registration). If a higher level exam is submitted, the exam will be rejected and the official will be “completed” as a Level 1 for the season.

“Complete” means that an official has met all the criteria (exams, seminars, online training, etc.) at the level for which he/she has applied. “Incomplete” means that an official has filed an application but has not completed all the necessary criteria to be “complete” at any level.

A new official (not registered the previous year) may not officiate until he/she is completely registered. A returning official (“complete” the previous season) may not officiate after November 30 of the current season (expiration date on previous year’s card) unless he/she is completely registered for the current season.

As part of USA Hockey’s continued effort to create a safe playing environment for all participants, those officials who are 18 years of age or older (as of August 1 of the current registration season) are required to complete an online SafeSport Education Program every two seasons. The online program is free of charge.

The 2015-16 registration season for the Officiating Program begins on August 3, 2015 and all incomplete registrations must be completed by 12:00am (midnight), April 30 of the following year. USA Hockey officials registration is valid for the entire season in any district or state in the United States. Membership in a State or Local Officials Association is not required for USA Hockey officials registration.

NEW FOR 2015-16 REGISTRATION: All officials must complete USA Hockey Officiating Membership Registration prior to completing Classroom Seminar Registration, their Open Book Exam, or Online Module Education.
